Our Vision:  A Better Future Starts with Smart Leadership

Our county deserves leadership that prepares us for tomorrow while solving the challenges of today. As your District 3 County Council member, Kathryn Harvey will champion policies that foster responsible growth, protect our quality of life, and ensure government works for the people — not behind closed doors.

  • Transparent, Accountable Government

Prioritize openness in all council decisions — no backroom deals, hidden agendas, or special interests

Clear budgeting, accessible records, and oversight of public spending

Holding county government departments accountable to the taxpayers they serve

Investing in community level communication to engage constituents around key issues and explain key decisions

  • Safe Communities & Support for First Responders

Ensure law enforcement, fire departments, and emergency services have the resources they need to keep us safe.

Promote community-based safety strategies that work for both urban and rural areas.

Ensure our first responders protect all residents no matter where they live

  • High-Paying Jobs & a Thriving Local Economy

Encourage smart business development that brings good jobs and strengthens our local economy.  Not just any job, but jobs that are right for us.

Support workforce training and partnerships with schools and industries.

Make our county attractive to entrepreneurs while supporting existing local businesses.

  • Safe, Maintained, High-Quality Roads

Continue Investments in road maintenance, safety improvements, and long-term infrastructure planning

Prioritize traffic flow and safety in both rural and high-growth areas.

Ensure transportation dollars approved by the voters are spent wisely and efficiently.

  • Quality Education for Every Spartanburg County Student

Advocate for what our families need, like good quality child care, and more pre-school

Support strong public schools and collaboration with local educators.

Advocate for school infrastructure, safety, and access to quality learning environments.

Work with state and local leaders to ensure education funding is fair and effective.

  • Smart Growth to Preserve Our Quality of Life

Ensure families, seniors, and young professionals can thrive here without being priced out.

Prepare for population changes and new industries while preserving what makes Spartanburg unique.

Plan for future growth while protecting the character of our communities.

Promote development that includes green space, housing choices, and strong infrastructure.

Connect communities with safe, scenic trails and walkable amenities.

Promote conservation of natural areas for future generations.

Meet KATHRYN

There is no place like home, and there is certainly no place like Spartanburg. I love this community and would be honored to serve the residents of District 3 on County Council.”

As an entrepreneur and community leader, Kathryn has contributed to a wide range of projects critical to the future of the Upstate and its economy, including the nonprofits Spartanburg Area Conservancy, PAL (Play. Advocate. Live Well.) and Spartanburg’s 30+ miles of trail development, Women Giving for Spartanburg, the Spartanburg Academic Movement and more.

Kathryn spearheaded nationwide U.S. Census data collection efforts at the height of the COVID pandemic, and she helped lead local initiatives to register and educate voters.

Kathryn is the daughter of retired special education teachers in the Spartanburg County District 7 school system, and is a lifelong active member of Trinity United Methodist Church.

She is a proud alumna of Spartanburg High School and a graduate of New York University. For nearly a decade, she worked at the highest levels of the nonprofit sector — helping lead the international nonprofit behind “Sesame Street” and championing the needs of children here in the United States.

In 2024 Kathryn ran for Congress to fight for transparent and responsive representation for the people of Spartanburg County.
